Small round dogwhip
Small version of a dog whip, carefully made of several layers of cowhide, glued together and shaped to a round ross section. The handle is sewn with finest leather. Seems to be a pre-war model that has been treated with care and repaired at least twice. The third pic shoes a re-enforcement of the small loop holding the spring hook, also the tip has been re-glued.
